I agree, it’s terrible advice. I assume they are thinking of the worst-case scenario - if they advise people to do a U-turn, one person might be a bad driver and block the tunnel. It’s better for them that everyone gets out of their cars and risks suffocation than they get sued for negligent advice.
I’ll do a U-turn unless I’m towing or driving an artic.

What about emergency shelter's that are found in most tunnels by law after the mont blanc tunnel fire before you start running down a probably smoke filled tunnel in zero visibility shouldn't you look for a clearly marked & most times closer emergency shelter then the tunnel entrance or exit stay in the shelter until fire crews can safely evaluate or some tunnels have an exit door in the shelter that will lead you to a separate safe evaluation tunnel that takes you away from the fire smoke & in some cases if the air to fire & fuel mix is just right a massive flash over that will engulf the tunnel & anyone running in it cooking there lungs like rice paper

If there are shelters, the signs will lead you to them. The advice is follow the signs, not go to the mouth of the tunnel.
