The latex forms a protective coat on the foam , the foam will suck up water in the wet without it and can cause delamination and result in a failed weapon check. If you don't want to use latex you could try flexipaint, it dose the job ok but is mo where near as hard wearing (it's fine for cos play weapons though)
I would like to know what type of foam are you using. Eva foam or polyurethane foam is not allowed in our LARP, only polyethylene foam (low density, those floating noodles for summer).

No problem. If its for kids you can go with softer foam , just make sure the core is well coverd.

Although I now use ripstop nylon works better
