there you go wrong. it's not Judiciary, it's the handwriting expert report which was supposed to be submitted in 10 days but took more than 10 years. 99% of cases pending because of delay in submitting one or the other report by the public sector or Union state or central government official appointees as they may be part of the mistakes done in such cases.
