There's a reason why beds blow up in the end- It's because they couldn't figure out how to get respawning in other biomes to work. The respawn anchor has come out since, but I don't think it's setup to work in the end

no the /enchant command is unfortunately limited to ingame enchants. what he could have done is use the /give command with some enchant nbt, like
/give [playername] diamond_axe{Enchantments:[{"id":"sharpness","lvl":30000},{"id":"fire_aspect","lvl":30000},{"id":"looting","lvl":10}],Unbreakable:1}
That would give him an axe that has sharpnes 30k, fire aspect 30k, looting 10 and would never break.
Personally i think /effect give @s strength 99999 255 would be better use of the commands.

Missed opportunities i can think of:
•Giving strength 25 to self - can basically one shot anything
•/kill @e[type=ender_dragon]
•give self resistance 225 - can no linger take damage but show the appearance of taking damage
•turn the command block into a repeating command block in the blocks setting when you click on it - now when it receives input it repeats the command in it.
• go into creative mode
•look up a special command that gives you a knockback 1000 stick - have fun launching hunters far away leaving them confused and frustrated.

He could also have done /time set night and /gamerule doDaylightCycle false while he was in the Nether. He knows /locate stronghold so it doesn't matter - he was trolling. And he could have made his food source enchanted golden apples (not totems because it probably would make the vid boring) as well as constantly send redstone signals to a command block to keep applying these commands (and potion effects).
Especially health boost would be good which would give him hundreds of hearts
