The black hole follows you because, when you run away from it you can deload the chunks that it is in and "pause it". But, if it follows you, the chunks that it is in will not deload because you are keeping the chunks that it is in loaded. (I know that deload is not a word.)
So, to answer the question, ‘why is it following us?’ Yeah, the black hole is an entity, more specifically, a mob. And mobs go towards players to kill them, most have different styles, like the skeletons shoot at you. The black hole’s method is sucking you up/devouring you. Hope that clears things up!
