First of all, connect Bootable USB flash drive to the laptop, then restart your computer
and use the boot key (BIOS function key) to enter the BIOS, it’s usually: F2 or DEL
Immediately and repeatedly press your BIOS function key
The right moment is between powering on the computer and before booting the operating system.
Now we need to Set USB flash drive as the first Boot device in UEFI/BIOS settings
Go to the BIOS tab, make sure USB Boot is enabled.
You may see two options UEFI and Legacy
Choose Boot mode which you prefer and set your bootable USB as a First boot Device.
Example: if you installing Windows and your hard drive partitions are in GPT (GUID Partition Table)
You must boot USB from UEFI mode otherwise you will get an error:
⚠Windows cannot be installed to this disk. The selected disk is of the GPT partition style
If your Hard drive partitions are in MBR (Master Boot Record)
You must boot USB from Legacy mode otherwise you will get an error:

Should be FN + F2 or F12 for Toshiba.
look around a laptop it may have a small hole, so you may need a thin stick to boot.
