WBC rules, section 4.38 sub-section r would be helpful to read over. basically, the WBC prefers the local athletic commission to do all the work. but if the results (of the b/#2 sample) are positive or non-negative, then the WBC puts together an investigating board to create a report to present to the WBC board of governors, who either will or will not agree with the state commissions' findings &/or implement their own/further disciplinary action as they deem warranted.
so, WBC wants the most hands off role possible with full control at the same time, when push comes to shove ; seems about right. 🙄
