I would modify that to say "To a committed Muslim..." or similar. Many Muslims are cultural Muslims, that adopt the customs but don't really believe. Many retain dual citizenship and, when they get the pension, head home. However, foreign citizens and dual citizens cannot sit in Parliament. So unless they renounce their allegiance to the old country, it's a moot point. I doubt they would give up their terrorist affiliations.

This country allows the freedom to create enclaves, which some communities use to establish religion-based enclaves. This practice spreads, enabling these communities to elect their own members of parliament and influence major parties to cater to their interests, thereby creating more opportunities to bring in their people and change the country to suit their needs.
