I think sequence is like this :
MASTER
MODEL
TEMPDB
MSDB
Model comes online first , because model holds tempdb template . If incase model is corrupted or not available , MS SQL won't come up as tempdb won't be created in such case . Each time sql service restarts , tempdb is created

The interview is wrong on snapshot. You can't restore from snapshot to different server, that's not how snapshots work.
