The VP alone can enact the 25th, and I think a full on vote with all agreed can enact the 25.
Actually the VP can not enact the 25th alone. It does take the VP and the majority of the cabinet, then a 2/3 vote by each house of Congress. Which it should be difficult to remove a seated President. Otherwise we run the risk of becoming a nation of bloodless coups. @@user-jv7tx9dz7f
