Our stalls have mats in them, we clean the manure as you do, but when we find the wet spot, we use a broom to sweep all the dry shavings away from the wet spot, then use the broom to sweep all wet shavings onto a flat shovel. Toss the wet shavings on the shovel into the wheelbarrow then redistribute dry shavings

This is a good video. Only a true "Pro" knows how to bank the shavings against the wall to get the little pieces to roll down to the bottom!
