My guess is.. CZcams employee was asked to do live tests on the limits and reliability of uploads/processing. That CZcams employee decided on his own to set limits on his scripts based on rick-roll. Just because something is a bot, doesn't mean the creator can't also control things manually when they want to. Matie probably just coded it to generate the tones and blocks as needed by their tests, and then put his own spin on it for fun.
Just because the heads of CZcams are all business who don't understand kids, doesn't mean all the young college kids they hire to do work for them are that way. The deleting of comments etc was probably just the dev of the tool trying to clean up any human created stuff from it so he didn't get in trouble or something. Eventually when people started asking, his boss probably found out about the rick-roll Easter-eggs in the test script and they just kinda "rolled" with it when they owned up to it. After all it didn't cause any damage or waste any money so its harmless, and I'm sure whatever the script was testing was successfully tested.
There's plenty of other easter eggs on youtube and other google products, likely also made by bored devs and unnoticed or allowed by bored managers. Type /shydino or /bikeshed into google hangouts (on web) and you'll see the completely pointless weird things google employees like to hide that make it past QA and management etc.
As for the shapes and colors my guess is its a simple script generating and uploading (most of) the videos, and then it downloads the stream back and compares to the source to check for any inconsistencies. It'd make sense to have this running frequently just to be an alarm for if something is messing up video processing on the site. We only see one side of whatever this test was. I'm sure Matie and the team assumed this channel would just be hidden in obscurity and never be noticed.

The dancing guy in one was rick astley, the paris video is a fps test, and the first video (only watchable in a specific country by paying) Is a reupload of a dub of aqua teen force. I think that was something experimental.
