If you dont want to spend 10 dollars to go to manhattan, then take the D train downtown. You just take the 12 bus up to grand concourse and it's right there. Its $2.90 to go and $2.90 coming back.

If you're talking about the english proficiency test then you can if you have an ap/a levels/ib english course on your transcript. That's how I got my english proficiency requirement waivered. I've been offered conditional admission with a pretty hefty scholarship amount as well (enough to cover the tuition). Definitely apply if the uni interests you.
