All Might thought he took ofa, but the previous users and deku didn’t allow it… but All Might thought he had it and tried to give to Bakugo. But Bakugo didn’t get anything, nothing happened… then maybe just for plot add, that ofa can’t be taken/given anymore, deku is the last user.
Then let them react to all the quirks he’ll get, how he even surpasses All Might, maybe even meet the previous users?
Maybe even “create” something like, where you say, all of UA staff was killed or send to prison, due to corruption/not being hero like….

That is true the only one who can take it is someone with the quirk all for one wich all might nor bakugou have access too, plus the quirk is too strong for anyone with a quirk to handle because it is said in the Manga the fourth user died of old age at the age of 40 or atleast that's what is stated in the English version
