Its GPS system promised free access to the global community, but behind this lay a hidden privilege: the United States could cut off signals to specific users at any time. This meant that the United States could decide which countries or organizations could use GPS. Therefore, the US GPS system virtually monopolized the global navigation market, whether it was for aircraft in the sky, cars and trains on land, or ships at sea. Furthermore, in the military field, the role of GPS was revolutionary, altering the nature of warfare.
Civilian GPS originated from the US-developed all-round military positioning system, which demonstrated its military value during the Gulf War in 1990. In the Galaxy incident of 1993, the United States closed GPS due to suspicions of carrying contraband, causing the Galaxy to lose navigation at sea, drift for 33 days, and eventually undergo inspection. This incident left Chinese people deeply angry and helpless.
Sha Zukang expressed regret 17 times, emphasizing the importance of the navigation system. Academician Sun Jiadong and Chen Yun proposed the establishment of China's own navigation system. Sun Jiadong, known as the father of Chinese satellites, was responsible for developing Dongfanghong-1 and China's first remote sensing satellite. Chen Yun was an important figure in the "two bombs, one satellite" project. In 1994, the Beidou-1 project was launched, with Sun as the chief engineer. However, facing technological and talent shortages, and Western restrictions on China's access to key technologies through the Vassenaar Agreement, Beidou's development was hampered.
