This is what has been achieved:
"Panini's grammar, known as the Astadhyayi, relied on a system that functioned like an algorithm to turn the base and suffix of a word into grammatically correct words and sentences. However, two or more of Panini's rules often apply simultaneously, resulting in conflicts. Panini taught a "metarule", which is traditionally interpreted by scholars as meaning "in the event of a conflict between two rules of equal strength, the rule that comes later in the grammar's serial order wins". However, this often led to grammatically incorrect results. Mr Rajpopat rejected the traditional interpretation of the metarule. Instead, he argued that Panini meant that between rules applicable to the left and right sides of a word respectively, Panini wanted us to choose the rule applicable to the right side."
    - Source: Reddit
So, in effect its not a discovery but rather correction of older misinterpretations of Panini's rule.
The problem does not appears that complicated too. Incorrect results should lead to a bit of trial and error and then you can easily figure out what the correct meaning of the rule is. I come from the background of academics myself so I know how it functions. The point is its always a new finding if its not published ;)
Comments will not get reply. Truth spoken.

And what is the inspiration of correction? to make it suitable for computer who only understands right hand side and left hand side. He interpreted "param" which means "later" as "right side" for the sake of convenience of a computer. This guy did not even studied Sanskrit from the beginning. He is a graduate from economics and now he is claiming all the grammar experts from centuries were wrong. His professor under whose supervision he completed his thesis did not bother to make any appearance.

Has his thesis been debated with other Sanskrit scholars in India? To think that Sanskrit scholars from centuries had blindly accepted an mis-interpretation does not seem right. Indian scholars had a tradition of challenging every thesis openly in debates. To think that they didn’t discuss this when Sanskrit used to be a widely spoken language and today someone sitting in Cambridge says something that people like us can’t verify- is at best a self-proclaimed genius until Indian Sanskrit Vidyalayas accept it. As far as Cambridge is concerned, I don’t have much faith in British institutions, they always wanted Indians to doubt our legacy. This fits their agenda perfectly.
I am not saying if he’s right or wrong as I can’t speak Sanskrit- but we should let Indian Sanskrit scholars accept it first as they speak Sanskrit.

So in summary, the problem is about portmanteau words and the concomitant diphthongs. The further question is, if there are two combinatorics of equal dominance how do we fix the sound syllable? This is supposedly solved by using the meta rule. This is being done for computer NLP. But the larger question remains; due to prefixes and suffixes will the meaning of the word change because of the new method? A quintessential example would be, "su-prasaddhia" which means famous (for good reasons) "ku-prasiddha"which means a person of ill repute (famous for wrong reasons). Would such meanings change? Secondly, why are they interested in sanskrit NLP? this is for individuals the rendition of "shlokas" and mantras is for individuals it causes physiological changes and psychological as well how is computer going to influence individuals?
