First one is called Static Cooldown, it is appearing when you're on cooldown and not driving your car. Second one, how I remember, is Very low or Low speed Cooldown. It is appearing when you're on cooldown, but driving not so fast, even slow. All music you've asked is from NFS:MW (Need For Speed: Most wanted). It has 3-4 variations, so yeah. It is 3d. Even drift zone and playing in san quan too. Im not going to play challenge mode based of their mods cause that one is pro people to do it and it is already done by the developer for recording.
When you entered a hiding spot, which is the circle, the cops won't see you since the cooldown bar is filling up. If it fills slowly while you are hiding, the pursuit will resume.
trust me you think theyre similar untill you play one n go back to the other. the cars in carbon are much slower than the cars in mw, and the handling is not the same at all as you can make turns in mw WAY easier than in carbon. plus when you compare the police in carbon to the police in mw, its a bit mid. mw does it better. i still prefer carbon cuz of the way cars feel, and the neon blue aesthetic is also sumthn i really dig more than the piss filter in mw, but theyre both fantastic games imo really. i cant really say which one is "better", but the differences are enough that sayinng theyre similar is very easy to do untill you *actually* try the games back to back.

i got the game cuz i thought itd be most wanted with a new aesthetic, but they feel very different when you try them. i just finished carbon recently, and when i went back to play nfs most wanted, i just realised how much more slippery but also faster the cars are there than in carbon. also the races play kinda differently since you can have crew members in carbon, which is a feature absent from mw (obviously), along with drift races, which replace the drag races from mw. fun game, def recommend you try it 👍
