It should be noted that the AION is a common taxi/ride share vehicle in China, and I would not be surprised if a majority of them were sold to these businesses rather than bought by individuals. Tesla, however, is bought by individuals.
I don't know where that chart came from that shows Model 3 starting price as $13,490 in Colorado, but that is not even close to being true. The cheapest price is $35K without gas savings but with Co and Fed savings. Not to say that's not a good price.
