PBS Math is absolutely accurate. West Virginia's forests were clear cut in 30 years and then the coal was mined - all by out-of-state interests who took the profits and left little for West Virginians. Billions of board feet , billions of tons of coal and billiona of dollars left the state.

It did provide a lot of work for people. In my home county back in the 1980s, if one saw a brand-new F-150 on the street, it was a fair bet the driver worked at the local mine. While it is true the resources "left the state", every state with anything of value (coal, timber, oil, vegetables, livestock) sells those products via private enterprises for someone's profit and someone's wages. In any event, there were a lot of houses built in the 20th century and the wood had to come from somewhere.
