Tbh at a high level bubs is pretty hard to play. His slow move speed hurts throw strike games, and his best reset tool is also his only good combo starter where most chars will sacrifice something else for that. Midscreen combos also isn't to par with other chars too. What bubs works well at is punishing opponents for doing something. But when they don't he has to work more and more risky for it. Most of his corner offense or moves that attempt to reset pressure are reactable with dodge. This is a big flaw and pretty much his main in. People dodge on reaction to the initial move and you go for vortex to catch them. Problem is vortex can be dodged on reaction or jumped on for a massive punish. If your foe doesn't premeptively dodge he has little ways in and more or less just focuses on zoning, space control and keeping people in the corner. Issue is with how little range his big corner combo can be done at, its not fruitful. Katalina for example does this job better.
Heck when it comes to fighting zoners bubs can also struggle to best them as he can't exactly react to their fireballs and punish. He has to preempt most of the time. Even with ultimate skills. 214H while the fastest extends his hurtbox. I've been hit by soriz dash punch at past hal screen using that move to try and beat it out. (As in i'm full screen and 214U got hit mid attack by it while i'm not even close). Let alone the times fireballs cut the move short. 236H which is what you'd think would solve the issue is too slow due to the first hit before it fires the projectile. Thus leaving 22U which works but is slow enough you need to do premptively but tends to be the best in my experience if you got the time between whatever is zoning you. The last two options are the classic jump, divekick and teleport. At some ranges the air option works fine but while dive kick doesn't exactly need to be comitted on from jump, if you don't you have to use the H version to make it on time from reaction, which if far from the corner rids you of a solid combo tool. U version might work too but if you are slow its not gonna give you any free hits because your foe didn't react intime to block or reversal. Teleport also suffers from being slow thus demanding that you premptively use it too.
I could keep going with how much of bubs gameplay relies on reading what his foe does and knowing their timing to a tee at higher levels, and how even when done right the rewards can be lacking. When the opponent isn't giving enough to punish in the right situations he won't do well. Especially on offense and due to how all his ways of actually catching people demand active offense truly defensive players hurt him hard. His throw game works best by either tking dive kick after baiting a throw or knowing their delay tech timing if they don't just try and react and tech, and pushing a button to catch that. But getting in to do so is risky enough given his slow walk speed. And tk divekick is weak to someone expecting it (or not), walking forward and sideswapping. Which has happened a few times to me.
Sure i understand all offense has risks but unlike some other chars bubs' toolset doesn't give him much of any good ins for openings not reliant on the player having a manual for them or facing someone binary on defense instead of adaptive. He's not a bad character but demands so much from the player its hard to make work consistently at a high level. That said his demanding playstyle makes him perfect for anyone to learn as it attunes you to notice and take advantage of these things, thus making you a stronger player overall. But is he someone i'd recommend for tourney use? No. In a best of 3 you likely will bleed too much blood against a strong opponent to win the set especially if they adapt back as they should.
