Contrary to the belief, hip hop did not have it's roots during the late 70's. It was in 1912, created by a dog. Dog or spelled Dawg is used in rap as slang, a distinct homage to the creator of hip hop. The creator is a dog, dog spelled backwards is god. This dog is god of rap. It all comes together now. This dog is a rap god rap god.
I am personally inclined to believe if this scene wasn't featured in the final product, the movie in the rest of its entirety could have potentially faded into obscurity and become entirely insignificant.
I like to imagine that this dog was still rapping as the Titanic was sinking. Much like the musicians who played while the Titanic was sinking in order to keep the passengers calm, Fritz was there to tell the passengers to kick back and relax, because it is indeed Party Time.
The story behind this rapping dog is that he's a time traveler. He was sent to 1912 to stop the sinking of the Titanic but he got too caught up with party time and the Titanic sank anyway.
My grandmother was a survivor of the Titanic, and this is exactly what she said happened.

As terrible as this movie is you have to admit that this is possibly the best/most confusing scene in this movie.
This is a movie about one of the most famous tragic historic human recorded events. Let's just sink that in. No pun intended.
