But I will suggest you that u should atleast put a neck band to Ragnar, so that when in such situations it will b easier for u to have control on Ragnar immediately. Also people will not get chance to speak.

Brother you need to carry a stick and some stones for defense to avoid such situations. Theses are a must. Its better to not let such strays come close to your dog, because in this case there was just two next time there might be 4-5 who wont even care about you shouting at them. So always carry stones t shoo them away from far away and if they still comes close(that happens rarely) then you have the stick.
You should have checked on the black dog, he would have got bites from Ragnar. Obviously, there are territories of community dogs, they will act. You should be alert to keep the area less harmful for you dogs as well as community animals
