It depends. I agree that auditorium can have too much reverb. But sometimes outside can have not enough, and it makes everyone sound dirtier than it really is. You really hear the mistakes with no reverb. However too much just downs it out.
It actually sounds way better inside because you really get the full boom with the acoustics. 2 there's not room to fit all those people outside the Indiana Convention Center. Realize it's crowded with people going to basic but then also bands of America competition is happening there as well
It's been over 20 years since I graduated HS and went to college. I was in band all thru school, a trombone player... My first choice for colleges was NC A&T but I didn't get to go smh but I've followed them thru the years and I still say, it don't come nooooo better!!!!! Loovve Cold Steel!!!!!

I never understood why PASIC does these types of events inside. This should be outside where the acoustics are much better.
