Senegal has many tribes but almost everyone speaks Wolof as lingua franca (the language of the former Jollof empire). Therefore people easily understand each other culturally. He had his choice of several government ministries after passing the exam but Taxation was his choice. Senegalese tend to be highly educated and most attend local universities. If they are not university educated, they are usually trained in some trade. They also have a large diaspora population that sends all their income to further rebuild their country.
I recently learned about diaspora Nigerians building village mansions that cost one million dollars but they only visit once a year. You will never see that in Senegal. If they build anything, it would be a small factory or a high rise building to rent as offices and apartments. They invest in their villages by supporting agriculture and they build modern but simple homes for their extended families
