東京・千代田区の国会議事堂内で、地震発生の瞬間を捉えた映像。
議事堂内廊下の喧噪(けんそう)。カメラを中庭に向けると、噴水(池)の水が波立ち、地面をぬらしている。
一方、参議院決算委員会の会場も混乱。
激震を感じ、出席していた菅首相(当時)をはじめとする多くの議員たちが、天井を見上げている。
議員たちの席の真上に設置された大きなシャンデリアも、円を描くように動く。
「シャンデリアの近くから離れるように」との指示が飛び交う。
揺れが一瞬静まると、委員会が再開されようとするが、またしても激しい揺れが襲う。
再び騒然とする場内。あちらこちらで物がぶつかったり、きしんだりする音が響き渡る。
「宮城県震度7」との報告も聞こえてきた。
この緊急事態に対応するため、枝野官房長官と菅首相(当時)は、まだ騒然とする会場から急ぎ退席した。

Turning the camera to the courtyard, the water of the fountain (pond) is creating waves and spilling on to the ground. On the other hand, confusion breaks out at the session of the House of Councillors' Audit Committee. Feeling the severe tremor, Prime Minister Kan (*at the time of the incident) and many other members of the assembly look up at the ceiling. A large chandelier hung above the members' seats make a circling movement. Instructions are given to "move away from the chandelier." When the shaking settles for a moment, the committee tries to resume session, but another tremor attacks. Again the hall is in an uproar. Objects collide everywhere and creaking sounds are heard. Reports of the earthquake being "a 7 on the JMA seismic intensity scale" are heard. In order to deal with this emergency situation, Chief Cabinet Secretary Edano and Prime Minister Kan* leave the noisy hall hurriedly.
