When I did it in school we used two donut shaped templates put together to make the pom-pom. It was more difficult to get the yarn through, but when it's done you just cut along the gap between the two templates and it ends up being rounder and with a more predictable size
Try using two coffee can Lids or something similar you put the two coffee can Lids together and you cut a hole out of the center approximately half the diameter of the coffee can lit itself so you wind up with something looking like a plastic donut. Wrap your yarn around that hitting the inside of the donut filling it up as much as you possibly can. Slide the scissors in between the two lids and wrap your yarn in between the two lids around and tie it off.
Use a pom pom maker to get them thick and the same size all around, then you wouldn’t have to even them up. If you can’t find a pompom maker as big as you want, then you can make one by making two large donut hole shaped circles out of cardboard. There’s plenty of CZcams videos on how to do this
I’ve made pom-poms every year for Halloween - orange wool makes fluffy pumpkins! I’ve never cut the wool down tho…. I would maybe suggest looking into this with a video because you’re losing a lot of size with the cutting down. Fabulous idea tho ❤️🧡💛💚🩵💙💜🩷
There is a fairly easy knot you can do that won't loosen while you tie it so you can get it as tight as it will go and it's saved my fingers. You can look it up on youtube.

you can make use of cardboards too.
You need to make them thicker so you have to cut less wool- maybe double or even triple the wraps around that you did!!

Doing this for sure. Making Pom poms to finish my grandma’s various knitting or crochet projects was my favourite past time as a kid
I've been crocheting for 50 years & I still haven't perfected this skill. It's harder than it looks. I think the scarf is great like it is!

The larger your piece of cardboard, the more you have to wrap. I actually find trimming them therapeutic.
