You can use but tartric acid it well suited

how long does it take to sterilize the broth with the ingredients embedded in it in a slow cooker (I do not have an autoclave)

No
Table sugar is a no-no, however you can make it with Karo syrup. My recipe is pretty much exactly the same as what is presented in the video only I use Karo and omit the acid, so: 200 g of potatoes boiled in 1 L of water. After straining add 20 g of Karo syrup, and dissolve 15 to 25 g of agar. When preparing agar for home-use, you don’t have to get hung up on absolutely precise measurements. It’s a pretty forgiving medium. (Of course it should be noted, just as in the video, you have to adjust the water level after boiling the potatoes.)
