IG Horowitz is biased.
He has to appear to be so, but I doubt it, he is very gifted, I think he may be afraid of the Dems, he is stuck in that bureaucracy, it is difficult for a man of conscience in a world of godless reprobates.

how do you make an error, knowing you are walking into a FISA court to seek for a warrant, with a document that is not verified, how do you make a mistake, when you are walking into a place, that your brain most know where you are going, how do you make the same mistake a second, third and a fourth time, to renewed the FISA 3 time, so is that a mistake or a calculated trap.

Flynn has entered guilty pleas already. He was caught making deals, during the campaign, with Russian leaders about removing sanctions.
Flynn and at least five others were coordinating back-channel meetings with high-level Russian operatives.
Trump is far from squeaky clean. That is why he is hiding all of his documents regarding contact with foreign leaders and ordering his staff to violate the Constitution and not testify to the Impeachment committees. Trump is hiding everything from his taxes to his school transcripts.

Horowitz is a great researcher but lacking in wit, he really should say, "It is not proper for me to venture my opinion about that, I leave it to the People to make up their minds about THAT." That would be more appropriate to the situation, he really does not want his good work to look like he is taking sides. Give him a break. He knows there is bias.
Horowitz also found that NUMEROUS FBI agents sent anti-Clinton text messages and expressed a desire to investigate the Clinton Foundation.
The report said that investigators reviewed text messages by senior FBI agents “which reflect their support for Trump in the 2016 elections.”
“If you hear talk of a special prosecutor … I will volunteer to work [on] the Clinton Foundation,” one FBI agent wrote to another on Nov. 9, 2016, according to the report. The agent also wrote that he “was so elated with the election” that it was like “watching a Superbowl comeback.”
The agent told the inspector general’s office that he “fully expected Hillary Clinton to walk away with the election but, as the returns [came] in … it was just energizing to me to see … [because] I didn’t want a criminal to be in the White House.”
The report included a text exchange in which two agents celebrated Trump’s win. “Sh*t just got real,” one of them wrote. “I saw a lot of scared MFers on … [my way to work] this morning. Start looking for new jobs fellas. Haha.”......clearly no political bias then

Horowitz said "there was no TESTIMONIAL or DOCUMENTARY evidence" of conspiracy/deliberate bias. That means simply that no one claimed that they did what they did out of bias and that that there was nothing written that said "I'm doing this out of bias". WHY ARE COMMENTATORS NOT ADDRESSING THIS ?
