Who,? In their right mind wants to go to downtown Norfolk? Crime,gangs and unsafe conditions have to be addressed before any taxpayer money is thrown away into downtown

So many shops closed. I guess people don't have money to shop. I didn't see this coming. I could have fathomed the MacArthur Center being a booming mall from end to end.
