My freezer is not turning off. Is this thermostat for defrosting the freezer or running the freezer. Are there 2 thermostats?

We followed your instructions to replace the thermostat, which were excellent. While in there we noticed the coils had frost on them. Is this normal? Do we need to let it stay unplugged till the frost melts? or does this mean we need to change the defrost thermostat too?
