Since haity is not a country but land run by gangs and there is not anyone to talk with the situation has worsen. The river is born in DR. Wrong the agreement was signed NOT TO CHANGE THE FLOW OF THE RIVER because it Drys up two Dominican times and the RIVER STARTS IN DR would they like it if we just made it flow our way from the source. It has its source in the Central Cordillera at Pico de Gallo under the Dominican name of río Dajabón. Further downstream it runs along the Haitian department of Northeast (left bank) and the Dominican provinces of Dajabón and Monte Cristi (right bank), then flows into the Atlantic Ocean west of the Dominican town of Pepillo Salcedo. The Dominican town of Dajabón faces the Haitian town of Ouanaminthe.

There is a stark difference between the dominican migration to PR and the US and the Haitian migration to DR.
The US and PR are both better, economically stable, and relatively safe places compared to DR, even though, to a lesser extent, DR still has a government, an economy, public institutions, etc.
Haiti has no government to speak of and doesn't even worry about documenting a lot of its own citizens. The political class constantly and violently knocks each other out of power, and to top this all off, the International Community wants to hand off this problem to another poor country (DR) or, as an extreme solution, merge both countries!
No other country in the world helps the Haitian people more than DR, even though the International Community (mainly the US, Canada and France) would lead you to believe otherwise.
The problem is not the Haitian people, as they are a very hard working people, but the ruling elite that funnels hundreds of millions of dollars/euros from aid to their own pockets.
I hope this sheds some light on the issue and brings forth some insight on why this situation is the way it is.
