I don't think in the game Altered Beast, he actually bigger in werewolf form. Is he? I can't remember. That game was like what, 20 years ago? 😅 Only now it has an action figure. Or I think they just want to make it just one type of scale size for the whole revival series.

You might want to try a hair dryer or boiling water on the shoulders: other reviews of this figure I've seen had full shoulder movement
