Of course. Why the question though? This might not applied to all winters, but a portion of them might be born with darker eyes, eyelids, and lips, compared to rest of their face skin, causing them to already have a healthy look (not pale). It's like they already put on a bit of makeup on their eyes and lips. Having natural eyeliners and smokey eyes, and colored lips are common in winters. But some could still look pale and have pale lips without makeup, normally if they're either bright winter or cool winter, due to them being borderline with lighter seasons. That's what I can share through my experience seeing them.

@@ernestonunez2400 In korea they sometimes use a 16 color system and it has dark winter/soft winter which is different from deep winter. Soft winter has high contrast but the colors are of very low saturation so its called soft winter. In summer, the colors are mixed with gray and is not pure so it is very different from soft winter.
