I don't think you mentioned it, but the attack speed boost on Kestrel Rampage is essentially also a big Pinion boost, PB boost, and Down boost. Really hard on the PP though. I personally disagree that Pinion is always going to be up. Sometimes there just aren't opportunities to attack, like when fighting Solus with his hit-and-run attacks. Having some more Pinion accumulation could be helpful in those situations. Pheasant already has a good Pinion accumulation to start with, and its T3 craft increases that by a massive 50% (not 10% like Harrier T1), so that becomes huge. It has a role in making Pheasant into a utility Pinion charger.

Yes you're right, the aspd boost does increase all of those things due to the speed.
