Probably because Sean wasn’t told that he has lines in his base form. I think they only had the lines to work off of, not game footage. So Sean probably didn’t know that Black reverts to base form for certain lines and assumed that it was only Rosé.
Or maybe it's because that since zamasu finally reached his rose form, he finally has full control over gokus body and can be himself now.
I'm guessing he just has that voice after ascending to Rose once

Like Goku and Vegeta could transform into SSJB (giving us 2 more slots for two more characters)

Maybe Trunks with Goten as an assist character (like Ginyu, Nappa, and Goku Black) and transform into Gotenks for a limited amount of time with a new moveset (the one he has now)
Hit with Pure Progress (stance changes everytime he uses it and works like Adult Gohan's Potential Unleashed)
I love this game to death though!!!!! I just feel like it would fit so much better instead of having Frieza be the only person who can transform in this game

burnum you do realize this game was made for Japanese they won't remake animation for other dubs, happens in the anime too
They didn't get the footage, only the script, and they would try to match it to the length of the Japanese dub, but it doesn't always work out. They wouldn't even tell them who Goku Black was when they were making Xenoverse 2, so they had to guess on a voice.
