Little do people know, this was going to be the final mission in beta. You were supposed to get in a fighter jet and battle with Menendez and kill him, but they decided it wasn’t a good choice for the plot.
That's why two last missions were felt so forced...
In all honesty I prefer they changed it.

You can save both Chloe and Harper, if get the glitch. You have to make sure finish the game with Harper alive, than rewind Acheils' Veli and kill him than replay Odyessus, Harper, Farid, Chole will all be alive.

It's not just that. Menendez is the manifestation of all the consequences of the First Cold War. America was willing to do everything to defeat the Reds, even if it meant making new enemies in the process.

At 22:37, the hardest part of the entire game, due to lack of cover, dumb friendly AI and enemies with aim bots shooting and charging at you on every directions, just like in CODWAW. Luckily, they removed the grenade spam.

Even though Menendez is the villain and suffers the consequences in the end of the game, we can't deny he was wronged due to the death of his sister. She was innocent and got injured and dead for no reason. What I enjoy the most about bo2 campaign is that it tries to show us that not always protagonists do what is right and can make shocking mistakes. Menendez, in some way, is right about his sister and her death.
Anyone else finds it stupid how he didn't know Salazar was working with Menendez? He literally heard no signs of a struggle.
1: No sounds of chair movement.
2: No sounds of Salazar grunting or something.
3: Not even so much as a sound if Menendez really did knock Salazar out.
