I left the Phil 53 years ago. When I visited last Jan I was in line in immigration. I was watching the police band saw a Chinese looking guy skipped the line and whispered to the police. The guy came back with 2 Chinese nationals and got them in line with a particular immigration agent.
I suggest that airport immigration personnel should be watched also.
