Bounty her d is a licensed parking official. Legally he has every right to tow the car .
Why waste the police’s time with petty stuff when bounty hunter D was already contracted to manage the lot and tow people who park in handicapped spots unauthorized? Especially in big cities, it can take hours for cops to show up for petty crimes and by that time, the person would have drive off, that’s why companies hire lot security.
