I don't think we need to go to Delhi. We just have to find a legitimate Apostille agency to submit our documents.

There are countries which have signed apostle treaty so if you are using your documents in the country which is signatory of the treaty the documents go through three stages
Notarise + SDM/ state home department/hrd + Ministry of External Affairs ( in India it is the competent authority for Apostille)
In attestation you have to follow almost same steps instead of apostle the MEA attests the documents and then they are sent to Embassy of the country where documents are to be used.
