I'm the only cop in this comp so I can answer, the 1st dude had a BOMB and was shot after a 45min scene. 2nd dude had just shot at cops, taken hostages, and was running towards a bunch of civs with the gun still in his waistband.
the one of the car... that dude was perm banned for the way he was runnin' and almost killed a group of civs prior so I shot him lol. This a compilation of shootings in the city, they don't show the full RP surrounding the situation you know.
