The rumor back then was that Jake was wasted 24/7 back then so they didn't think he was a reliable person so they could not hire him to be Taker's boss. The days before the big reveal an insider published on a forum that Bruce Prichard was infact the one chosen to be the Higher Power, so we were expecting just that. I can only imagine that they eventually set on Vince because he was known much better by the audience.
