If we consider the law of equality to be the basic moral law of our relations with other persons, then we are also bound to consider it with non-human also.
Peter Singer says in his book "Practical Ethics" that the principle of equal importance to the common good is the basic principle of equity and this principle also applies to non-human animals.
The law of equality means "The law of equal importance of interests".
Pain is the key quality that qualifies an animal for equal behavior.
