Why is WCAM 3 loco widely used throughout Maharstra only??

WCAM-3 has restriction on its speed to 105kmph. In Maharashtra, especially through ghat section, these can effectively pull fairly long trains as peak power is 5350hp.
A lower maximum speed can be affordable only on shorter or slower routes
