Maybe they just did it to avoid controversy about beating up women but considering the stereotypical gender roles they put the females in and the prevalence of gay humour in the IWHBYD dialogue, I wouldn't give them that much credit XD

Okay, okay, I think I know what you're actually getting at:
If they wanted to include male and female variants of each enemy type, that would definitely add to the work load
but that's not actually necessary
- They could easily just state one of the enemy species is female dominated in the lore
Like, I dunno, maybe Jackel warriors are all female and the males do other, non-combat, jobs off screen
Just like the female Elites
There are plenty of animal species Wherein the females are larger and more aggressive so why not an alien species?
- They could just introduce female enemies in the books, comics and other tertiary media
There are plenty of characters, species and what not that never directly featured in the games but are still Canon and there are far fewer restrictions in those mediums
- They could have added female variants or entire species with atypical gender divisions in later games
The original Halo's development was notoriously chaotic but the future games had far more reasonable development cycles
If they wanted to add female enemies in the first game but just didn't have the tools or resources, they could have easily added them in future games, with relatively little effort
but they didn't because they never actually planned to do so.
I mean, the first game already had several different variants of enemy, not just different ranks but subtle variations in appearance within ranks,
There are at least 3 different versions of the basic grunt,
With slightly differently shaped backpacks
The development may have been chaotic but they absolutely had the opportunity to make variants if they wanted to,
They just chose not to.

Speaking of female Elites, how could you forget Mahkee 'Chava? She is a Sangheili shipmistress in service with the Swords of Sanghelios. She led Swords of Sanghelios forces against Jul 'Mdama's Covenant during the Blooding Years. I mean, she was one of the main pilots that Fireteam Osiris worked with during Halo 5: Guardians once they met up with the Arbiter and helped him at the Battle of Sunaion.
Spartan Vale even makes the comment: "I'm impressed. Arbiter has females in his ranks. War has traditionally been a male's job on Sanghelios." She is the first female Sangheili ever featured in a Halo game. However, she is never seen in person, only heard via in-game transmissions.
