Idk about the non circle hardware, but you can replace it with just a loop.
There are better tutorials with full videos, but basically just take ribbon and fold it around the ring (you can get them at like michales in all sizes) and glue it with either a tiny amount of hotglue or super glue or fabric glue. You just have to do it multiple times to make the right shape, shich you can copy

I have been a Breyer collected for so long and I remember in my early days of Breyers, I had like 5 breyers and a lot of just model/play horses, I used rubber bands

I used to make halters out of thoes coloured bead necklace we got at the EX for my large stuffed horses. Somehow little 7 year old me could make them stupid accurate. Only one still left.
