Get Tatsumaki when she ever gets on the second banner, she is an absolute beast on the early game. To evolve Garou, get the Stained Bandage through Hero Association Act 6 (Stained Bandage 3% alongside Jenos Left and Right Arms with 3% so it will be a struggle to grind for. Maayybee?) Getting these 2 should be enough to finish all the story modes to get to World 2 (Also get Division Captain for I guess additional damage because she does 100k+ dmg on placement on lvl 1 without any traits or skill tree) Have a good day and a journey!
Saitama is better because he was a boss killer and you should get tatsumaki a celestial unit he was a early game unit because it's cost 450 yen and a hill unit

Division vice captain evo is a unit that with avatar deals 200k not adding bleed damage for 450 placement cost

Garou is a slow unit once you evo him, so all seeing would actually be good on him
Also as a recommendation get the sniper from kaiju no 08 and get a good technique like glitched avatar or overlord to help with her dps

you should get yojin ( best farm in the game ) and tatsumaki which is green esper for starter
use the spirit shard converter to tun your legendary shards in to the ones you need
