    and now u can also declare war on the eastern empire and it will auto cancel the tribute! so u got everything for free!

    Same logic works for Eastern Empire too.
    Disband most troops.
    Send the generals in Jerusalem and Jordan down to Petra with 2 extra units.
    Recruit a diplomat in the city bordering the west.
    Raise taxes every where to maximum.
    Move the diplomat near Hatra toward the city itself.
    End turn.
    There's a bit of RNG here, but the wester empire consistently sends an army within range of the diplomat we recruited.
    Set up the tribute offer, then request every city that leaves the offer as "very generous".
    That leaves us with 30 settlements.
    So we capture Petra.
    Dismantle a bunch of buildings to get some cash, then move the diplomat to Hatra, repeat the diplomacy trick with the Sassanids. You will have to offer peace in the deal as well, or they will refuse

    I didn't know how high the AI valued regular tribute (is it the same in M2 ?)... but once I have a solid economic base I can buy out much of a country's land through a worsening spiral.
    The AI usually builds much more troops than they can afford = they get broke.
    I buy one or a couple settlements : they have money so they'll make more troops, but have less income. Broke faster.
    And here I come again with an offer until they no longer accept to sell. At which point they are pathetically small.
    Making them addicted to my money.
