Between Q2 and P3P, you can see just how nicely a FeMC can work in Persona games, come on Atlus, stop being stubborn and give us another FeMC. Not only did Kotone make quite the impression on Persona fans, but she also had a fantastic music track.

I can see how implementing Kotone would have been an expensive endeavor, especially with the possibility of needing to modify “The Answer” DLC to fit Kotone’s narrative. Not to mention getting new actors (in the english version) and paying more to the existing actors that voice the confidants exclusive to her.
Honestly considering the AAA price tag and its advertisement as the 'definitive experience' the least they could've done is have FEMC. The answer is even DLC I can't believe people are positive rating the game despite this.

Because Atlus decided it would be cheaper to not try implementing her route into Reload when she was giving them problems when they did that for P3P
