honestly i myself agree that riot really lacked the rework towards "teamplay" but I guess I kinda see it? A smaller heal means reyna cant just take fights without being punished. An infinite empress doesn't force reyna to keep pushing out, because "waste of ult if the timer runs out". they can now listen to their team and play slower. and they said the dismiss change is to reward mechanically skilled players more.
They did tho. Now Reyna isn’t pressured to take fights as her heal and ult don’t run out. And since her heal has been reduced, Reyna actually needs to take fights with her team a lot of times now
