The idea of the hook and eye attachment for the pockets is slick. He could then just swing them around and hang them on the inside should he have need of a pocket but want it/them kept hidden.

The pockets have made me think of something very American. Would it be possible to have a loop of heavy fabric attached to the lining of the right hip so a poistol holster could be placed without the metal clip damaging the main fabric of the kilt?
Could the pockets be set on the inside similar to jacket pockets? As the weight is held by the waist and supported by the top of the hip, surely slim items like phones and credit card holders won't spoil the silhouette. Briefly sliding your own hand inside your back waistband is fine. You'd definitely be aware of it if someone else tried.

I have put a pocket on the inside front apron for my Insulin pump and also one for a small wallet easy access when needed
I love watching a craftsperson admire the work of another. Staying humble that way , IMO, a sign of great character.

It's worth a try...although if you wear your kilt as tight around the waist as I do, inside pockets wouldn't be at all convenient - or comfortable.
